The proceedings of the 3rd International Scientific Conference TMM_CH on “Innovative, Interdisciplinary, Digital Preservation of Cultural Heritage” continued for a third day and were completedHeritage: Redefining the identity of the world in crisis and conflict, through culture” organized by the National Technical University of Athens from March 20 to 23, 2023 at the Eugenides Foundation in Athens . The International Conference, chaired by Emeritus Professor Antonia Moropoulou, was co-organized by the Technical Chamber of Greece, in collaboration with international organizations and councils, scientific associations and cultural heritage protection agencies.

The morning Round Table Discussion 9 moderated by Professor Emanuele Piaia , Faculty of Architecture, University of Ferrara, was about the ” new European Bauhaus Initiative for the Green Transition, facing the challenge of the energy crisis “, presented by Associate Professor Haris Doukas , of the School of Electrical and Computer Engineering of the National Technical University of Athens.

Dr. Agoritsa Constanti , EDIP of the School of Chemical Engineering of the National Technical University of Athens, presented the new European Initiative, as a necessary strategy to deal with the energy and environmental crisis mainly in the cities. Mr. Vasilios Kapareliotis , representative of the start-up Topos System, presented the architectural methodology developed by pioneering architectural firms, Doxiadis and others, for the energy upgrade and performance of buildings. Lecturer Stavroula Thravalou , from the Architecture Department of the University of Cyprus, focused on the need for dialogue with local communities, while Professor Anthimos Xenidis from the School of Mining and Metallurgical Engineering of the National Technical University of Athens, presented technological innovations of materials with low levels of energy integration, compatible with constructions and the environment, capable of contributing to the reduction of energy losses and energy savings.
The President of the Conference, Professor Antonia Moropoulou , in summing up, emphasized that cultural heritage can be an exemplary field of application of innovation for the required energy efficiency of historic buildings and cities, because despite the wear and tear, historical materials have minimal built-in energy. The head of the European Competence Center 4CH for the conservation of cultural heritage, Professor Roberto di Giulio , of the University of Ferrara, pledged to convey the message.
The Round Table Discussion 10 on the ” green and blue agreement for sustainable local and regional development “, which was organized in synergy with the Night of the Researcher at the NTUA and the Research Program of the University of Athens under the coordination of the NTUA and under the auspices of Ministry of the Interior, coordinated by the General Secretary of Energy and Mineral Resources, Ms. Alexandra Sdoukou , and the President of the Conference, Professor Antonia Moropoulou .
With reference to the HEI Program, as scientific manager, Professor Antonia Moropoulou, emphasized that from the documentation of the cultural and environmental stock, its modeling and the formulation of local development proposals from its utilization with the contribution of local societies, OTAs and productive bodies in the areas where it was implemented – in Aitoloakarnania, North and Central Evia, Eastern Mani, Chios and the small Dodecanese, Heroic Island Kasos, Chalki, Symi, and Kastelorizo - it turns out that with intelligent planning and low cost it can, by attracting external economies from tourism , to support sustainable local development. Ms. Moropoulou stated that the tools – platforms and development information systems and geo-information systems exist, and they need political will and new financial tools to keep young people in their place.

The General Secretary of Energy and Mineral Resources, Ms. Alexandra Sdoukou , presenting the policy of the Ministry of Environment and Energy, emphasized: “The Gr- Eco Islands initiative is a visionary program of strategic importance in the battle to combat climate change, in the direction of green and digital transition of the Greek islands in a holistic way, in order to exploit the unique environmental reserves and the beauty of the islands and to improve the quality of life and the cohesion of local societies. The initiative concerns all the Greek islands, with priority for implementation on the small islands. We aim for the development model to achieve specific goals, so that the energy sector in Greece can turn the risk into an opportunity and emerge through the new designs and applications into a more durable, greener, sustainable one.” The CEO of the Hellenic Development Bank, Ms. Athina Hatzipetrou , spoke about the role of the Hellenic Development Bank in sustainable development, and the financial tools that support Greek entrepreneurship to achieve this goal. “At the Hellenic Development Bank we have designed products to finance investments with a green, digital and innovative footprint with very low financing costs,” he pointed out.
The President of the Bank of Attica and TMEDE, Mr. Konstantinos Makedos , stated that the banking sector has a leading role in the implementation of the strategy for the “Green Transition” and “Blue Development” of the less developed regions according to the OECD. At the same time, he pointed out the criticality of the role of the construction industry in promoting the sustainable development of underprivileged areas, while he emphasized that the Bank of Attica and TMEDE can make a catalytic contribution in this direction, by developing new tools to meet financial needs of the technical world. Mr. Dimitrios Pappas conveyed the message of the General Secretary of Union Resources and Infrastructure of the Ministry of Rural Development and Food, Mr. Dimitriou Papagiannidis, presenting funding programs that are of interest to cultural heritage, such as for the protection of agricultural infrastructure terraces, etc.
From the HEI Program, Mrs. Betty Charalambopoulou , President of Geosystem Hellas, Professor Georgios Petrakos , from Panteion University, Director General of the Institute of Tourism Research and Forecasting, and Dr. Nikolaos Kampanis , head of the Technology and Research Foundation’s Laboratory for coastal and marine research, presented their own contribution, while Emeritus Professor Sofia Avgerinou , of Architecture of the National Technical University of Athens, spoke about Mediterranean designs to strengthen the resilience of historic cities. The Round Table Discussion closed with the message that technology, social participation and new financial tools can bring, by exploiting the cultural heritage, soft and sustainable development in the isolated, mountainous and island regions.
In the Round Table Discussion 11 on the topic ” Connecting Cultural Heritage management bodies with Science and Industry ” with the coordination of the Head of the General Directorate of Restoration, Museums and Technical Projects of the Ministry of Culture and Sports, Dr. Amalia Androulidakis and the participation of Dr. Yuval Baruch , Archaeologist, representative of the Ephorate of Antiquities of Israel, Mr. Platonos Stylianos, Secretary General of the Scientific and Technical Chamber of Cyprus, Mr. Michalis Dachtylides , President of PEDMEDE, Ms. Maria Dalkafoukis , head of Dalkafoukis House , Mr. Fokion Tasoula , General Manager of the international Research and Innovation Department of Titan Cement Group, Mr. Anastasios Tosios , Deputy Director of EYDAP, Ms. Melina Daskalaki , from the Tourism and Development Company of the Municipality of Athens, and Ms. Machis Vanis , head of strategic planning of the Superfund, the multidimensional management of cultural heritage was demonstrated both by the bodies of construction and industry, as well as by public sector bodies, such as the Superfund, EYDAP, the Municipality of Athens.

In Round Table Discussion 12 on ” Non-destructive methods for diagnosis, redesign, structural health monitoring and valuation of materials and cultural heritage conservation interventions “, coordinated by the Elected Assistant Professor at the School of Chemical Engineering of the National University of Athens Polytechnic, Dr. Kyriakos Lambropoulos , and with the participation of Associate Professor Michele Betti , from the University of Florence, Professor Eleni Tsagouri , from the Vrije Universiteit of Brussels, Mr. Georgios Karagiannis , Director of the “Ormylia” Foundation, Mr. Athanasios Mouzas , representative of TÜV Hellas, Professor Kosmas Sideris , from the Democritus University of Thrace, Professor Evangelos Christophoros , from the National Technical University of Athens, and Professor Theodoros Matikas , from the Department of Materials Science Engineering and Vice-Rector for Research, Innovation and Development of the University Ioannina, non-destructive testing methods, construction and infrastructure quality control standards were presented. The discussion concluded on the necessity of on-site non-destructive testing of cultural heritage monuments. The reflection on the management of the large amount of data showed the way out in the construction of a system of signifiers, so that the data of the non-destructive testing contribute to the interpretation of the state of conservation of the monuments in the digital backgrounds of their three-dimensional documentation.

In the concluding Round Table Discussion 13 on the topic of ” reconstructing the world in crisis and conflict through culture, promoting mutual understanding and Peace “, with the coordination of the President of the Conference, Professor Emeritus of the National Technical University of Metsovia Antonia Moropoulou , the participants, the Archimandrite Aristarchos Grekas , Assistant Professor of Theology at the National Kapodistrian University of Athens and member of the Hellenic Institute of Cultural Diplomacy, the Emeritus Professor and former Rector of Panteion University, Ms. Ismini Kriari , the Professor of Architecture at Fatih Sultan Mehmet Vakif University, Mr. Hasan Firat Diker , the Honorary Ambassador, Mr. Theodoros Theodorou , the Professor of the University of Delft and representative of the European Association of Polytechnics SEFI, Mr. Pieter de Vries , the President of International Heritage & Museums, Ms. Lila De Chaves-Chronopoulou , the representative of the International Center for Conservation Studies and Restoration of Cultural Heritage ICCROM, Mr. Rohit Jugyasu , and the President of the Cyprus Branch of ICOMOS, Dr. Chrysanthos Pissarides , highlighted from many sides the possibilities of understanding that cultural heritage gives, holding different values in different historical periods of the monuments, with different cultural, religious or national references.
